Lead Scotland takes on new services to support disabled learners and carers

Lead Scotland has recently taken on a range of new services to provide further support for disabled learners and carers across Scotland. This includes an Information Service to provide free and impartial advice about post-16 learning and the support available to disabled learners and carers, as well as a new policy role.

Information Service
Our Information Service is available to anyone with a disability or health condition, including those who support them (both carers and staff), across the whole of Scotland. The service is free as funding has been received from The Scottish Government. We can provide information on a range of issues, including:

applying for educational courses and training programmes sources of funding and support for disabled learners support for the people supporting you information regarding disability equality and discrimination and much more .....

“Stepping Out”

Provides respite service for carers, in the Linlithgow area. Free weekends plus most of travel costs. They have funding for 50 places for carers within the Edinburgh area, and a smaller grant for about 25 places for the whole of Scotland

Mobility scooters - what you need to know

Make your move Kirkcaldy

For people with an interest in cycling and walking in Kirkcaldy -

Please find attached an update on Make your move Kirkcaldy, which I hope is of interest. If you have any questions or comments about this I would be pleased to hear from you.

During 2012, cycle training will be offered in Kirkcaldy for new cyclists and those wishing to build their confidence. There will also be a programme of led cycle rides called CycleStart, and there will be a chance to take part in bike maintenance training as well. If you are interested in any of these activities, or know of any groups or individuals in Kirkcaldy who might be, please let me know and I would be happy to provide more information.

DotComUnity has recently been launched in Scotland by the Coalition of Care and Support Providers in Scotland (CCPS).    

What is DotComUnity?

  • A one stop shop with information on local services and support available across the whole of the UK.  

  • A tool for service users choosing support and planning options.  

  • An online resource for self directed support, independent living and personalised support solutions.

  • A website that highlights the quality of services rather than the price.

  • A resource to enable disabled people, people with long term conditions, service users, professionals and service providers to access information on support and services in their local area.

  • A directory with information on all areas of daily living from housing support services, to leisure and sports activities, to legal and financial advice services.

Walking on Air Stories

Two Stories for the Price of One !
‘Call me Herbie’ were the words of introduction by Herbie Milton one of the volunteers of ‘Walking on Air’ for the disabled based at the Scottish Gliding Centre at Portmoak near Kinross. As soon as the words were said I had an immediate memory flashback to the 1970’s when my family went to a cinema in Glasgow and saw ‘The Love Bug’ which was the first of a series of films based on the extraordinary VW Beetle called ‘Herbie’.  Much as I enjoyed the film it was the documentary film about gliding which left its mark on me that night. I knew that someday I would like to be up on a glider even although I did not have a head for heights.
In fact the opportunity arose one winter’s day in the early 1980’s at an airfield near Arbroath and it was an occasion which could have put me off gliding for life. As an adult in the company of some young air cadets I was determined to fly even although I was really scared stiff......

Changes to Blue European parking badges

Blue badges are changing.Blue Badge logo

From January next year (2012), you will have to use a new national application form to apply for a new blue badge or renew your old one.

Forms are available from www.fifedirect.org.uk/bluebadge or www.transportscotland.gov.uk/road/blue-badge-scheme or by calling 0845155 00 66. You can also apply online at www.transportscotland.gov.uk/road/blue-badge-scheme

Note from FIDN: You used to get reminding letters when your blue badge was about to need replacing but that is no longer the case. You now have to make sure yourself when your Blue Badge about to expire and apply for a replacement.

1. Current badges remain valid until their expiry dates so badge holders of “old style” badges should continue to use these until their expiry date and should be advised to apply for a new badge around 6 weeks before the expiry date, as they do at present.
New style badges will be issued from January.

Important changes for A&E Services in Fife

Victoria Hospital- A&E

A&E services at Victoria Hospital operate seven days a week from 8am to 5pm.


From 8am, 19 December 2011
A&E services will now be based at the new wing. Operational hours will continue to be 8am to 5pm, seven days a week.
From 8am, 19 January 2012
A&E services at the new wing will now operate 24 hours a day, seven days a week

Victoria Hospital- Minor Injuries Service

Up until 8am, 19 December 2011
Located within A&E at Victoria Hospital, the Minor Injuries Service operates 24 hours a day, seven days a week.


From 8am, 19 December 2011
The Minor Injuries Service will now be based at the new wing. It will continue to operate 24 hours a day, seven days a week.

The Independent Living in Scotland project (www.ilis.co.uk) has joined forces via SUSE with the Fife Employability Team (part of Adult Services (Resources) Social Work).  We are staging an event in Rothes Hall, Glenrothes on 9th December from 11.00 to 15.00.  The event is for disabled people who use (or who could use) employability services and for those who plan and manage these services.

The New Scottish Parliament Text Service

We had a link containing information on the Scottish Parliament`s trialling of a text message service but while I doing some work on the work on the website site I found the links I had on the document on longer work so I got in touch with the relevant person at The Scottish Parliament and got the below response

"The Scottish Parliament has recently launched a new website, which may explain why links in old documents are no longer active.  We no longer have a webpage about the SMS text message service on the new website – However, I can confirm that Public Information can still accept enquiries via SMS text message.  Please note that the number to use is now 07786 209 888 (text messages still charged at standard network rate) although enquirers no longer have to start each text with ‘SP’.  Additionally, the services mentioned below (such as texting ‘MSP’ plus a postcode to receive a list of the MSPs who represent you) are also still active. 

It may also be worth mentioning another service that has proven to be popular: A  pack of leaflets about the work of the Scottish Parliament can be sent out, free of charge, by texting the word ‘PACK’ followed by the enquirer’s full name and address."

Motability Chairman Announces Scheme Changes

A number of changes to the Scheme have been announced in a statement from Motability’s Chairman, Lord Sterling. Key changes include:

  • A streamlined selection of cars available, up to a maximum Advance Payment of £2,000 (this limit does not apply to wheelchair accessible vehicles)

  • Nominated drivers under 21 will only be permitted where they live with the disabled customer

  • All nominated drivers need to live within five miles of the customer’s home

The changes are designed to ensure that Motability provides clear policies, focused on the needs of the vast majority of customers. They will also help avoid misuse and misrepresentation of the Scheme.
The changes to car selection take place immediately, although Motability will honour all existing orders and commitments. Other changes will take effect from 1 January 2012.
There is no change for existing contracts, or nominated drivers named on current insurance certificates, for the remainder of existing leases.

Short Breaks Funding for Carers - Time to Live

A new funding stream is being launched for carers in Fife to help with the costs of taking a break from caring. The fund is called Time to Live, and it can provide assistance with a range of costs associated with short breaks such as transport, accommodation, leisure activities or supported holidays. This funding is part of the Short Breaks Fund, administered by Shared Care Scotland on behalf of the National Carer Organisations and the Scottish Government. CVS Fife is managing the fund locally with help from Fife Carers Centre, Crossroads Fife Central and Crossroads Dunfermline.

We are aiming to publicise this funding as widely as possible so a broad cross-section of individual carers can have the opportunity to make an application for funding. We are aware that many voluntary organisations work directly with carers; additionally, many organisations will have volunteers and members of staff who are carrying out a caring role. Our ebulletin also goes to a range of contacts in public sector agencies - we would like to encourage everyone to think about passing this bulletin on to relevant contacts.
More information - on the aims of the Time to Live scheme, eligibility criteria and the application process - is available on the CVS Fife website: www.cvsfife.org/ttl. Applications will be accepted from 1st November 2011, with the deadline for final applications being 30 September 2012.

This is about problems I have been having with getting my scooter fixed

The day of the scooters arrival came and so did the problems. When the Stirling Elite was delivered the bloke that brought it had a check list of items he had to go over with me and make sure I knew how handle the scooter safely and ticked of each box as he went through them. 
The Shoprider Torino was dumped on a pallet wrapped in plastic in my front garden and the carrier just left after it was signed for.  If it was not for my next door neighbours coming to my aid it would still there still.

Anyway, now the scooter is unwrapped and of the pallet and the batteries charged up and the bar that the cars hoist attaches to is fitted let’s try it in the car.  Guess what, you got it, It doesn`t fit, the seat`s to big. So the scooter is no good to me so I got in touch with Nick Pegge at British Mobility Scooters.

Learn about web skills at libraries

Internet support

These days, the internet is part of everyday life.

From paying bills online to ordering weekly shopping, there are increasing numbers of people using the web.

But many Fifers may feel a bit lost when it comes to using the internet.

The good news is Fife Council is doing everything possible for people who need it.

The Community Learning section of the councils local and community services is helping Fifers and is working with the libraries service to try to reach those who need skills, success and support.

From encouraging adults learners to use technology, to offering free internet and computer use at 44 centres including libraries, youth cafes and community use schools, there has been plenty going on.

Fife`s team of digital champions and buddies has also been hard at work helping others learn how to use the internet.

Why not pop into your local library and ask how you can join the race online?

Having been on the wrong end of ignorance and poor provision, Ruthy Fletcher decided not to get mad but get active and set up her own resource

In my day-to-day work I advise companies on how they can support deaf employees and customers in their work­place. I run the business through my website.

I help, train and teach hearing people to understand the needs of deaf and hard-of-hearing people, working across a range of settings including hotels, guest houses, hospitals, councils and GP surgeries.

After being laid off from my job as a copy typist in 2010, I vowed to do some­thing that would help others with a hearing impairment.

In this age of techno-wizardry, those of us with disabilities find that we are enabled in many ways.
ASDA, for example, promotes its service to disabled people as being superior to that of other stores. It is often seen at disability road shows, declaring that it is “happy to help”. It is my experience, however, that when it gets it wrong it does it in style.

Parking Restrictions within the pedestrian zone in operation within the High Street area in Dunfermline.

We have an article called `Parking Restrictions within the pedestrian zone in operation within the High Street area in Dunfermline` on our Accessible Transportation page. We have had word from the author of the article (Mr Scott Blyth) saying he has an update to it, so we have replaced the prevous article with the new one.

"Access and one way restrictions are in place on Pilmuir Street from Queen Anne Street to High Street, Dunfermline High Street and Guildhall Street. No vehicle is permitted to access any of these roads at any time on any day unless they meet the requirements for the exceptions. Entry is only possible via Queen Ann Street into High Street, exiting either west or east along High Street or down Guildhall Street.....

Mobilise for DLA campaign

You may have noticed that Jim Eadie MSP has lodged a motion in Parliament supporting the Mobilise for DLA campaign, and praising the campaigners who made their way to London to express their views on the Welfare Reform Bill and its proposed changes to DLA and Mobility Allowances.

We have created an online action for anyone who wants to write to their MSP to ask them to support the motion to do so. It would be great if you could forward this to partner organisations, campaigners, or any other interested parties who you think might want to support the campaign. We will continue to lobby when the Bill goes to the Lords after the Parliamentary recess later this year.

Equal Adventure's 2011 Events Programmepicture of kayaking

Equal Adventure is a charity based in the Scottish Highlands, which aims to ensure all people can be included in outdoor activities, the countryside and active lifestyles regardless of disability.

Equal Adventure is on a Roadshow / Training Tour across the UK, with a series of one day training events for outdoor instructors and people who work, or want to work, with disabled people. Why not come along? We will answer your questions on how to bring fully inclusive opportunities to local authorities, outdoor education, schools or to individuals.  Our focus, is to mainstream the inclusion of disabled people. With our 'whatever it takes' ethos, attending an Equal Adventure Roadshow / Training day will prove that anything is possible when planning or providing an adventure which once seemed impossible.  The training will help you to plan and prepare to include people with a wide range of impairments and understand the role of adaptive equipment, including for paddle sports, climbing and expeditions and field living.

“This is a chance to get all your questions about inclusion answered and see some of our latest adventure sports equipment, such as the ‘Armadillo Bundle’ for people with complex postural needs, and ‘Stump Angels’ for people with lower limb amputations.” said Suresh Paul, PhD, Principle Advocate and Founder of Equal Adventure.  These events are supported by Awards for All and will improve access to outdoor adventure across Scotland.
The Equal Adventure summer programme also includes:

New Online Disability Database Launchpicture of an information sign

UPDATE- Disability Information Scotland is proud to announce the launch of its new online pan-disability database for Scotland (SCOOP). Released in conjunction with their new website (www.update.org.uk), SCOOP provides a one stop shop for disability related information in Scotland.

Designed primarily for information workers, SCOOP holds thousands of records on topics such as local and national disability groups, local authority contacts, accessible holidays, disability equipment suppliers, legislation, equality, travel and welfare rights. SCOOP also allows organisations to use the database structure to create their own local database of disability records, specific to their location or organisation.  This can be managed by the organisation for their own purposes, a feature that can add greatly to the information they can provide for their own service users.

Gail Wilson, Manager of UPDATE said “Accurate and timely information is a vital tool in all walks of life and we know from experience how quickly information can become out of date, particularly on the internet. The minute we are provided with updated information, we ensure it is instantaneously updated online, crucial in the ever changing world of information.

“While many of our services are aimed at organisations, the new website also holds a wealth of information for members of the public, enabling access to local disability contacts and support, as well as general disability information throughout Scotland.

The service is there to provide a short term loan to people who are returning home early from hospital, to enable people to stay at home during an illness or even to assist with mobility whilst on holiday.  They also provide temporary help to those waiting for long-term equipment from health or social services.

SDEF Consultations - Personal Independence Payment

As many of you may know the UK Government intend to replace the Disability Living Allowance benefit with the Personal Independence Payment. The Government have released a draft of the Assessment Regulations that will outline the way people will be assessed for the new payment.

We feel that it is extremely important to inform you about these proposals and to seek your views. Many of the new features of the Personal Independence Payment are quite different from Disability Living Allowance. There will be a pilot of the new Assessment Regulations over the summer with an opportunity to submit responses at the start of August. It is vital your views, opinions and ideas are heard; please let us know your thoughts to help us prepare our response on this subject.

Southeast Mobility and Rehabilitation Technology

The SMART Centre provides a wide range of rehabilitation technology services for the South East of Scotland, covering Lothian, Fife and the Borders. These include mobility and postural services (wheelchairs and special seating), prosthetics, and bioengineering services (artificial limbs and special equipment), a Disabled Living Centre and Gait Analysis Service. We also provide a national Driving Assessment Service.

The Scottish Government has asked us – ODS Consulting – to review the Independent Living Programme.  This programme promotes independent living for disabled people.  By independent living we mean having the freedom, choice, dignity and control to live your life the way you want to.  This includes at work, at home and in your community.  At the moment, this isn’t always possible for disabled people.

As part of this review, we are exploring what needs to change to make independent living a reality.  So we want to hear the views of disabled people, and people with an interest in independent living for disabled people.

Cracking down on criminals targeting Fife ATM machines

FIFE police have launched a new campaign to crack down on criminals who target ATM machines.
ATMs are widely targeted by organised criminals who install equipment to steal both the card number and the PIN. The equipment used to capture the card number and PIN is disguised to look like normal ATM equipment, a "skimmer" device is mounted to the front of the card slot and when a card is inserted the device reads the information contained on the card and transmits it through wireless technology to criminals sitting in a nearby car.

If in doubt keep them out – Bogus Callers

Historically this time of the year sees an increase in bogus caller type crime or distraction thefts. This is where people turn up on your doorstep unannounced and try to trick their way into your home to steal money or valuables.

Most people who call at your home will be genuine but by following this simple advice you won't be caught out by those who aren't.

1. Keep your front and back doors locked, even when at home.

2. Before opening the door look to see who it is. Use a spy hole, if you have one or a window that overlooks the door. If you do not recognise them ask them why they are there.

3. Verify who they are, check id by passing it through the letterbox. Call the company they are from using the phone book never a number they give you to call. If they are genuine they won't mind waiting while you do that.

4. Keep them on the doorstep. If they need access to your home ask them to make an appointment for another time, allowing you time to verify them and the organisation they represent. This also affords you the opportunity to arrange to have someone with you when they return.

Bogus callers can be anyone, if in doubt keep them out!

If you suspect you have had a bogus caller at your door contact the Police immediately. The sooner the Police know the quicker they can investigate.

I am writing this to help people who have class 3 electric scooter (invalid carriage) avoid being fined for not having their vehicles road taxed.

Recently while I have been out and about on my scooter I have met with and talked to others who were out on theirs, a question that sometimes comes up is, “can your scooter do more than 4 miles per hour and if so do you know that by law it must be roads taxed”, in some cases these people do not know this and this is not always their fault they tell me that the shop they bought it from did not tell them (In my case when I bought my scooter I was told by the shop).

And to road tax your class 3 scooter (invalid carriage) does not even cost you anything, it`s free.  A class 3 scooter is by law classified as an invalid carriage and is exempt from the road tax fee.

If you don’t tax or SORN your vehicle. You could face an automatic penalty of £80 as well as a minimum fine of £1000

You may think  but I only use it on the pavement and set at  no more than 4 mph, well it does not matter if you even have it set at 1 mph a class 3 has the capability of doing 8 mph (though if the motor its self has been limited to 4 mph or under I don`t now about that, that might make a difference).

Strathallan primary school Diversity Day - By Pauline Medd

Good morning everybody.

First could I apologise for being late, this is one thing about disability that people don't realise although I'm up at seven o'clock in the morning by the time my carers come in and help me to shower or wash, everything takes time so I can very rarely get to a meeting or an appointment before half-past 10 to 11 o'clock.

Could I ask who in the room either has somebody in the family who is disabled or knows somebody who is disabled?
If you could just put up you hand.

About six to eight children raised their hands out of each class. We had about four different classes.

I asked one of my carers if she could ask her grandchild (his name is Charlie he is six and quite a character) what would he say or do if he went to visit someone in a wheelchair, I was quite taken back by what he said------- he said I would ask if I could help them, or did they need something to eat and if the grandchildren were coming to play can I get the toys out, I have to say from a six year old that was amazing........

As you know, Fife Employability Network closes today and I want to let you know the arrangements to save you going round the houses if you're looking for help.  Please feel free to forward this email to colleagues.

There's a 2011 Directory online at www.fifedirect.org.uk/fenlink.  I've sent a copy to Fife Rights Forum who will be in touch at some point to ask if you would like to be included in the FRF Directory (if you're not already there).  If you're not in the FRF Directory, I suggest you get in touch and sign up.

The short life working group that has been looking at establishing a new employability equality network has put together some recommendations.  The recommendations for the directory and the helpline are what's detailed in this email and it's hoped that the Equalities Participation Network (EPN) will discuss the new network at an EPN event.  If you haven't registered with the EPN, could I suggest that you do so (forms attached).  It's a good way to make sure that the information FEN has distributed gets round and lets you send round information about your agency.

Hopefully, I haven't forgotten any of the arrangements.

I'd like to thank you for all the support and help you've given FEN over the years.  Without the network agencies, we wouldn't have had a network.  It's been great working with you and I've found your help invaluable.

I have been having great difficulty getting into my dental practice that I had been going to for a long time now, due to no-fault of their own it is in an old building and doesn't have a disabled toilet etc I have to reverse into the room and I can barely get the door closed behind me, my dentist has also gone into semi retirement.

Scope and ComRes (The Disabled People’s Panel)

Are attitudes towards disabled people getting better or worse? Have you ever been ignored, stared at or spoken to like a child?
Our latest Disabled People’s Panel survey focuses on the attitudes and behaviours that disabled people experience in everyday life. If you are disabled or the parent of a disabled child, we’d like to hear about your most positive and negative experiences – and about the impact they’ve had on your life.

Fife Hospitals Kidney Support Group

Who are we? – Fife Hospitals Kidney Support Group is a registered charitable organisation set up in 2003 to help sufferers of kidney disease throughout Fife.  Our committee is made up of patients and carers but also supported by families, friends and medical professionals.

What do we do? – We raise funds allowing us to offer different outings from weekends away, day trips, educational meetings and other social activities to patients, carers and families at little or no cost to the patient.  We are committed to promoting the organ donor scheme, which can transform the lives of those who receive a successful kidney transplant.

It's not every day a new protest group takes to the streets, but with disabled people feeling unfairly targeted and hardest hit by Government spending cuts, Eleanor Lisney tells us why it's once more time for action

Disabled People Against Cuts (DPAC) has been formed to campaign against the onslaught of coalition Government cuts affecting disabled peoples’ right to live independently.
The co-founders of DPAC organised a leading role for disabled people in the mass rally against the June spending cuts which took place during the Conservative conference in Birmingham.
Our message to politicians is that “cuts kill” and we already know of disabled people who have committed suicide because they were so scared about losing their care and support packages.
There are three elements to our strategy, the first of which is taking to the streets in protest.

Fife Fire and Rescue Service offer a free home fire safety visit to all householders in Fife who request a visit.   These visits include valuable advice on the prevention of fire, the detection of fire should it occur and the formulation of an escape plan for all occupants of the household.  This coupled with the free supply and fitting of smoke detectors provides reassurance to all those visited that they themselves can dramatically improve safety of themselves and their family.

Scope launches online forum for young disabled people

The charity already hosts a number of active forums on its site primarily geared towards parents of disabled children and disabled adults. This forum will be the first aimed at young disabled people aged between 10 and 18 years.
The forum was established in response to an increase in the number of calls the charity’s free information and advice helpline, Scope Response, had been receiving about young disabled people who are feeling isolated, different and misunderstood.

Counselling-Directory

The purpose of the site is ultimately to provide the UK with a huge counselling support network, enabling those in distress to find a counsellor close to them and appropriate for their needs. This is a free, confidential service that will hopefully encourage those in distress to seek help. The website also contains a number of sections on emotional disorders (types of distress section) and provides some useful statistics. Every counsellor on the site who has submitted their profile has either sent a copy of their qualifications and insurance cover to us, or is registered with a professional body online with recognised codes of ethics and practice, this way we can be assured of their professionalism.

On Tuesday 12th October in Dunfermline City Chambers Deaf Action launched a new information guide for hard of hearing people in Fife. The Information guide has been developed by the ‘Including You’ project Workers and the Development Manager.

Thanks to an award of £222,454 from the Big Lottery Fund, Deaf Action launched a new project ‘Including You’ – aimed at providing support, advice and learning opportunities to hard of hearing people. 

The project improves the quality of life of hard of hearing people in Fife and helps to give them the tools needed to continue leading positive independent lives. 

Project Workers provide advice about hearing aids, benefits available and community and support groups who can help increase people’s confidence. 

The project also works with friends, families and employers of hard of hearing people to provide advice on how they can improve the way they communicate with those who have a hearing loss.

The ‘Including You’ team can also deliver a range of free courses on topics such as:

• Mobile phone texting

• Building confidence and assertiveness

• Helping family and friends communicate with you more effectively

They also produce a ‘Specialist Equipment Guide for Fife’ which has been put together to give deaf people, and those who work with them, a better understanding of the kind of specialist equipment available to help improve their quality of life.

At the moment Deaf Action have an office in Dunfermline but are shortly moving in to the Fife Sensory Impairment Centre, taking the place of Fife Council’s DCS which it is hoped will mean great changes in the services available to HOH people in Fife, a thing which has been long needed and argued for.

As a start, one of the presenters on the day was Carol Sinclair, Acting Head of Audiology Services NHS Fife who announced a new collaboration between the audiology department and Deaf Action in giving combined support to new hearing aid users in the form of training on hearing aids and their maintenance. This will soon be spread to cover all hearing aid users and should be of great benefit.

Come and join our Community Dance Project in 2011

Attfife (Arts and Theatres Trust Fife) hopes to obtain funding for a community dance project which will commence in 2011.

The dance project will involve different people of all ages working alongside professional dancers and tutors from Smallpetitklein Dance Company in Dundee. There is the chance of performing the pieces that you will create.

The project will run in Dunfermline, Kirkcaldy and Rothes Halls. Part of it may also be in Lochgelly.

The Disabled People's Panel is designed to help Scope and ComRes understand the views and experiences of disabled people. The data we collect is used to make sure disabled people’s voices are heard by politicians, the media, companies and other decision makers.
